July 2, 2007
The regular monthly meeting of the Campobello Town Council was held on July 2, 2007 at 7:00 P.M. in the fire
department training room. Those present were Mayor Ray Copeland, and council members, Willie Matthews, Don
Cohenour, and Mel Puckett.
Willie Matthews made a motion to accept the June 4, 2007 minutes as written. Seconded by Don Cohenour the
minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 69 traffic stops and issued 50 citations
for the month of June.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 21 calls in June. He also advised
that the fire department is planning a benefit spaghetti dinner for a fellow fireman, Scott Terry and family, whose wife
has been ill and hospitalized in Atlanta. The date has not been set at this time.
Under Old Business Mayor Copeland asked Mel Puckett to update everyone on the ribbon cutting that was
conducted at the park on June 16, 2007. Mel Puckett advised that a representative from the Mary Black Foundation
was presented a plaque from the Town in appreciation for their assistance in getting the new playground equipment
for the park; and present for the ribbon cutting were members of Council, Mayor Copeland and past Mayor Gib
Gosnell along with local residents. Mel remarked that since the playground has been revitalized he has noticed
much more activity at the park. It was agreed that a letter of appreciation will be sent to Timmy and Bobbie Nodine
who were responsible for the fund raising project that provided the new concession stand by the ball field and other
improvements.
After a brief discussion concerning the damaged air conditioner at the town hall Willie Matthews made a motion to
accept the bid of $2,600 from Butch Powell Heating & Air to replace the unit damaged by lightning on June 28, 2007.
Seconded by Don Cohenour the motion was unanimously approved.
Chad McNeill advised Council that the town’s website is now up and operating. Some areas are still under
construction but there is information available on fire, police and court matters.
Mayor Copeland stated that a work meeting should be scheduled for preparation on the 2008 budget year. It was
agreed by all present that the meeting will be on Monday, July 9, 2007 at 6:00 P.M. in the Town Hall.
With no other business presented Don Cohenour made a motion to adjourn. Seconded by Willie Matthews the
meeting adjourned at 7:25 P.M.
July 26, 2007
A special meeting of the Campobello Town Council was held called for by Mayor Ray Copeland on Thursday, July
26, 2007, at 6:30 P.M. in the town hall.
Those present were Mayor Ray Copeland, Council Members Willie Matthews, Don Cohenour and Mel Puckett, as
well as Jay King, Chief Chad McNeill, Brent Jackson and Ed and Mary Hershberger.
Mayor Copeland explained that the purpose of the meeting was to make a decision on how the entrance into town
hall would be completed. He asked for thoughts and ideas from those in attendance. Don Cohenour stated that
he had checked for OSHA requirements concerning a handicap ramp that must be included in the plan. Ed
Hurshberger provided a sketch of the proposed ramp and gave a description and explanation in a discussion
concerning the products that would be used in construction. The proposed costs to construct a handicap ramp (4’
x8.6’), decking platform (4’x6’), handrails, and step constructed from millennium materials is $1,593.00. After a
lengthy discussion Mel Puckett made a motion to accept the proposal as presented. Seconded by Don Cohenour
the motion was unanimously approved.
Mel Puckett stated that as long as they were meeting about the remodeling perhaps they should make a decision
on the proposed awning that has been suggested. Council examined a sample of the metal material and
discussed the proposed bid. The awning will be conventional aluminum in a black color with a white underside, a
width of 25 feet, and will cost $1,795.00. After a lengthy discussion Willie Matthews made a motion to accept the
proposal as presented. Seconded by Mel Puckett the motion was unanimously approved.
Chad McNeill reported that he has put a lock on the electrical box at the pavilion and that anyone wishing to have
power will have to contact town hall before it will be turned on. Willie Matthews made a motion to establish a fee of
$10.00 for the use of power at the pavilion which will be paid in advance by contacting town hall at which time the
power will be turned on by an employee of the town and also be turned off by such employee at the appropriate
time. Seconded by Don Cohenour the motion was unanimously approved. It was also stated by council to make
clear that there is no charge for use of the pavilion only the $10.00 fee if power is used.
With no other business presented Willie Matthews made a motion to adjourn. Seconded by Don Cohenour the
meeting was adjourned at 7:15 P.M.
August 6, 2007
The regular monthly meeting of the Campobello Town Council was held on August 6, 2007 at 7:00 P.M. in the fire
department training room. Those present were Mayor Ray Copeland, and council members, Willie Matthews, Don
Cohenour, Mel Puckett and Lydia Neves.
Lydia Neves made a motion to accept the July 2, 2007 minutes as written. Seconded by Don Cohenour the
minutes were unanimously approved. Willie Matthews made a motion to accept the July 26 special meeting
minutes as written. Seconded by Lydia Neves the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 90 citations for the month of July, and
the department investigated 3 possession of stolen vehicles, 3 possession of burglary tools, and 3 possession of
stolen goods.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 24 calls during the month of
July. He also reported that the department has a bid of $40,000.00 from Hoover Building Co. for a 2 door 30x70
metal building that will be constructed at the sub-station location. After a short discussion it was agreed that
council will hold a called meeting to address the bid at the time the water department lease is final for the land
where the substation will be constructed. Don Cohenour inquired about Scott Terry and if the fire department was
still intending to host a benefit dinner for his family. Eddie advised that Scott’s wife has not been released from
the hospital and there is no estimated time as to when she will return home. The benefit dinner is still being
planned and will take place after school has started in September.
Mayor Copeland introduced the general fund 2007-2008 budget for a first reading. Don Cohenour made a
motion to accept by title only the proposed 2007-2008 budget totaling $283,272.00 as presented. Seconded by
Lydia Neves the motion was unanimously approved.
Mayor Copeland reported that he had been contacted by Dave Stolzfus owner of the Dutch Plate concerning
Stanley Solesbee organizing an area youth organization that would hold meetings in a portion of the restaurant. It
was agreed by council that as far as town rules and regulations the council did not have any jurisdiction over the
group. However it was also agreed that the Fire Chief who is the Building Inspector should look into the matter
from his job perspective to see if any ordinances or codes would be in conflict with the group’s plans.
Mayor Copeland reported that the town has received one bid from Norman Arledge, who works with Forestry, of
$3000 on the proposal to remove some trees on the three Park Street lots. He advised that a second person
made a request to place a bid but it was never followed through. Mel Puckett inquired about the number and type
of trees to be removed not wanting the property to be scalped and left in poor condition. Eddie stated that Mr.
Arledge would inspect the property with council and together a decision would be made as to which trees would
be removed as well as removing all pine trees. Don Cohenour made a motion to accept the bid of Norman
Arledge to remove trees located on the three Park Street lots. Seconded by Lydia Neves the motion was
unanimously approved.
Mayor Copeland advised that the September meeting would fall on Labor Day which is an observed holiday. It
was agreed by all present to change the meeting date to Tuesday, September 4, 2007.
With no other business presented Don Cohenour made a motion to adjourn. Seconded by Lydia Neves the
meeting adjourned at 7:25 P.M.
August 22, 2007
A special meeting of the Campobello Town Council was held on August 22, 2007 at 5:30 P.M. in the Town Hall.
Those present were Mayor Ray Copeland, and council members, Willie Matthews, Don Cohenour, and Mel
Puckett.
Mayor Copeland opened the meeting by introducing the Local Hospitality Tax Ordinance 8.502 for the first
reading. After a brief discussion Don Cohenour made a motion to accept the ordinance as presented.
Seconded by Willie Matthews the motion was unanimously approved.
With no other business presented Willie Matthews made a motion to adjourn. Seconded by Don Cohenour the
meeting adjourned at 5:40 P.M.
September 4, 2007
The regular monthly meeting of the Campobello Town Council was held on September 4, 2007 at 7:00 P.M. in
the fire department training room. Those present were Mayor Ray Copeland, and council members, Willie
Matthews, Don Cohenour, and Mel Puckett.
Willie Matthews motions to accept the August 6, 2007 and August 22, 2007 minutes as written. Seconded by
Don Cohenour the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 63 citations for the month of August.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 23 calls during the month of
August.
Mayor Copeland introduced the 2007 – 2008 general fund budget for a final reading. Don Cohenour made a
motion to accept the budget as presented totaling $283,272.00. Seconded by Mel Puckett the motion was
unanimously approved.
Mayor Copeland introduced for a final reading Ordinance 8.502 Local Hospitality Tax. After a short discussion
and explanation of the ordinance Don Cohenour made a motion to accept the ordinance as written and
presented. Seconded by Willie Matthews the motion was unanimously approved.
With no other business presented Willie Matthews made a motion to adjourn. Seconded by Don Cohenour the
meeting adjourned at 7:13 P.M.
October 1, 2007
The regular monthly meeting of the Campobello Town Council was held on October 1, 2007 at 7:00 P.M. in the
fire department training room. Those present were Mayor Ray Copeland, and council members, Willie Matthews,
Don Cohenour, Mel Puckett, and Lydia Neves.
Don Cohenour made a motion to accept the September 4, 2007 minutes as written. Seconded by Lydia Neves
the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 49 citations for the month of
September and had two officers complete a commercial truck highway interdiction class.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 15 calls during the month of
September. He presented council with a contract from the Inman Campobello Water District for a 20 year lease
for land where the proposed substation for the fire department will be constructed. After a brief explanation of
the contents of the lease Don Cohenour made a motion to accept the lease agreement as written. Seconded by
Willie Matthews the motion was unanimously approved.
Chief McNeill also recommended that council award the building contract to the low bidder for a 40 x 60 metal
building costing $40,000.00 to Hoover Building located in Greer, SC. After a brief discussion Willie Matthews
made a motion to award Hoover Building the contract for the substation building. Seconded by Lydia Neves the
motion was unanimously approved.
Chief McNeill advised that the second week in October is fire prevention week and the fire department will be
having activities at the local schools on October 10th as well as a cookout. Also the benefit dinner for the Terry
family will be at the end of October now that Mrs. Terry has been released from the hospital. Mr. Terry is a
member of the fire department.
Mayor Copeland recognized Michael Bennie from Axtora, Inc. who addressed council about a proposal by his
company to build a website for the town at no cost to the town. Axtora is an Internet business located in Mount
Pleasant and wishes to branch out in web designs specializing in small towns. To get started they need a
portfolio to advertise their designs and abilities to prospective clients.
Campobello was chosen so that by giving the town a free website with updating and hosting they would have
information to display to prospective clients. After a lengthy discussion Mel Puckett made a motion to accept the
offer for a website by Axtora. Seconded by Lydia Neves the motion was unanimously approved.
With no other business presented Lydia Neves made a motion to adjourn. Seconded by Don Cohenour the
meeting adjourned at 7:35 P.M.
November 5, 2007
The regular monthly meeting of the Campobello Town Council was held on November 5, 2007 at 7:00 P.M. in the
fire department training room. Those present were Mayor Ray Copeland, and council members, Willie Matthews,
Don Cohenour, Mel Puckett, and Lydia Neves.
Willie Matthews made a motion to accept the October 1, 2007 minutes as written. Seconded by Don Cohenour
the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 85 calls, 66 traffic stops and 31
citations for the month of October.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 21 calls in October. He stated
that the department had a total of 525 children visit the fire station during Fire Prevention Week which totaled 4
tours of which one included 74 K-4 kids. He reminded Council that the Christmas Parade will be held December
2nd and the Lee and Scott Terry benefit dinner will be held on Sunday, November 11th. He reported that the
AED equipment that the fire department purchased was used successfully for the department’s first save earlier
today. A 40 year old male was down 10 minutes and responded positively with the AED before being transported
to the hospital.
Willie Matthews mentioned that the town hall renovation was complete with the parking lot repaved and striped
and the sign now in place.
It was agreed by all present to hold a work meeting on Tuesday, November 27, 2007 for the purpose of working
on an Ordinance that would place the property where the fire department sub-station will reside into the town
limits. The meeting will be at 6:30 P.M. in the town hall.
Mayor Copeland recognized Dale Culbreth, Spartanburg County Council Member, who spoke briefly about
current actions taking place on the County level.
With no other business presented Don Cohenour made a motion to adjourn. Seconded by Lydia Neves the
meeting adjourned at 7:30 P.M.
November 27, 2007
A special meeting of the Campobello Town Council was held on November 27, 2007 at 6:00 P.M. in the Town
Hall. Those present were Mayor Ray Copeland, and council members Don Cohenour, Mel Puckett and Lee Neves.
Mayor Copeland opened the meeting by introducing Annexation Ordinance 5.811 for a first reading. This
property consisting of 1.43 acres is located at 214 Walnut Hill Road and is owned by the Inman Campobello
Water District. This property will be the site of the Campobello Fire Department Sub-Station II.
After a brief discussion Don Cohenour made a motion to accept for the first reading Annexation Ordinance 5.811
as presented. Seconded by Lee Neves the motion was unanimously approved.
With no other business presented Don Cohenour made a motion to adjourn. Seconded by Lee Neves the
meeting adjourned at 7:15 P.M.
December 3, 2007
The regular monthly meeting of the Campobello Town Council was held on December 3, 2007 at 7:00 P.M. in the
fire department training room. Those present were Mayor Ray Copeland, and council members, Willie Matthews,
Don Cohenour, Mel Puckett, and Lee Neves.
Lee Neves made a motion to accept the November 5, 2007 minutes as written. Seconded by Willie Matthews the
minutes were unanimously approved. Don Cohenour made a motion to accept the November 27, 2007 Special
Meeting minutes as written. Seconded by Lee Neves the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 41 citations for the month of
November.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 19 calls for the month of
November. He requested that council consider approving the paving of the fire department parking lot with a low
bid of $7,000.00. In a brief discussion he explained that the paving would take place in several phases so that all
the trucks would not be outside the building at the same time for several days. Don Cohenour made a motion to
approve the project and proceed immediately. Seconded by Lee Neves the motion was unanimously approved.
Eddie also announced that the Children’s Supper for disadvantaged local children would be held on Friday,
December 14, 2007 at 7:00 P.M. in the fire department.
Mayor Copeland stated that Barry McClure who was on the agenda was not present and would be rescheduled
for January.
With no other business presented Lee Neves made a motion to adjourn. Seconded by Don Cohenour the
meeting adjourned at 7:08 P.M.
