MINUTES
January 7, 2008
The regular monthly meeting of the Campobello Town Council was held on January 7,
2008 at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland, and council members, Willie Matthews, Don Cohenour, Mel Puckett, and Lee
Neves.
Willie Matthews made a motion to accept the December 3, 2007 minutes as written.
Seconded by Don Cohenour the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 49 citations
for the month of December.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 17 calls
for the month of December. He also advised Council that the fire department has
received a $3,000.00 grant from Forestry and the funds will be used to purchase wild
land fire fighting equipment.
Mayor Copeland introduced Annexation Ordinance 5.811 for a final reading. The
Ordinance was read by Don Cohenour in its entirety. Mayor Copeland explained that
this parcel of land is currently owned by the Inman Campobello Water District and the fire
department’s sub-station II will be located on this property. With little additional
discussion Lydia Neves made a motion to accept Annexation Ordinance 5.811 as read.
Seconded by Willie Matthews the motion was unanimously approved. Fire Chief Eddie
McNeill advised Council that the building that will house the fire department has three
sides up and the shell of the building should be in place with the next two days.
Mayor Copeland acknowledged Barry McClure who was present to discuss his annual
agreement for the ball field. Mr. McClure expressed his desire to continue the
agreement as is for the 2008 year. With no objections stated by Council; Don Cohenour
made a motion to continue the agreement for the ball field in 2008 with Barry McClure.
Seconded by Willie Matthews the motion was unanimously approved. An agreement was
signed by Mr. McClure and will be on file in town hall.
With no other business presented Willie Matthews made a motion to adjourn. Seconded
by Don Cohenour the meeting adjourned at 7:10 P.M.

February 4, 2008
The regular monthly meeting of the Campobello Town Council was held on February 4,
2008 at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland, and council members, Willie Matthews, Don Cohenour, Mel Puckett, and Lee
Neves.
Willie Matthews made a motion to accept the January 7, 2008 minutes as written.
Seconded by Lee Neves the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 35 citations
for the month of January.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 8 calls
for the month of January. He also informed Council that the fire department added new
member, Dustin Mendelson who is already certified and experienced in fire fighting, in
January.
Mayor Copeland reminded Council that there will be a public hearing followed by a
special meeting to discuss Annexation Ordinance 5.812 on Monday, February 18, 2008
at 6:30 P.M.
Mayor Copeland discussed an invitation from the School District Office to hold a Council
Meeting in their facilities. It was agreed by all that the March meeting will be held as
usual and at the time of adjournment all those wishing to join in may go to the newly
renovated district office building for a tour of the facilities.
Mayor Copeland and Council congratulated Council Lady Lee Neves and Fire Chief
Eddie McNeill for their participation in a year long course given by Spartanburg County
on Rural Community Leadership. Both successfully completed the course and
graduated in January.
Mel Puckett reported to Council that the first review on information from the census
bureau which will be used during the 2010 Census is almost complete. He stated many
mistakes on current information has been detected however corrections and additions
have been made. These corrections will be returned to the census bureau and he
hopes the new information will greatly benefit Campobello in the new count in 2010
Mayor Copeland introduced Resolution R-08-002 which will be presented to Pastor S.
Derrall Beason for his dedication and service to the Campobello Community and his
church congregation. After the Resolution was read by Don Cohenour he made a
motion to adopt Resolution R-08-002. Seconded by Lee Neves the motion was
unanimously approved.
With no other business presented Don Cohenour made a motion to adjourn. Seconded
by Lee Neves the meeting adjourned at 7:16 P.M.
Town of Campobello
Public Hearing
February 18, 2008
6:30 P.M.
A public hearing for the purpose of discussing and answering any questions concerning
Annexation Ordinance 5.812 was held on February 18, 2008 at 6:30 P.M. in the Fire
Department Training Room.
Those present were Mayor Ray Copeland, and Council Members Willie Matthews, Don
Cohenour, Lee Neves and Mel Puckett. Also in attendance was Mr. Frank Nutt who owns
farmland property that is included in the proposed annexation.
Mayor Copeland recognized Mr. Nutt and asked him if he wished to speak or had
questions. After a lengthy discussion and some explanations from Chad McNeill on the
issues it was determined that only a ten foot perimeter of Mr. Nutt’s property will be
annexed in order to get to the Arledge property who wished to be annexed into the town
limits. Some explanations were made as to how property is annexed and what rules
apply when annexing less than 100 percent. Mr. Nutt was advised that he will not have
any property taxes on the 10 foot width of property that will be inside the town limits. All
properties are assessed at amounts greater than 20 percent of the total parcel. He was
encouraged to speak with County Auditor Sharon West to verify this information.

February 18, 2008

A special meeting of the Campobello Town Council was held on February 18, 2008 at 7:
00 P.M. in the Fire Department Training Room. Those present were Mayor Ray
Copeland, and council members Willie Matthews, Don Cohenour, Mel Puckett and Lee
Neves.
Mayor Copeland introduced for a first reading Annexation Ordinance 5.812. Don
Cohenour read the Ordinance in its entirety. With no other questions or discussion Don
Cohenour made a motion to accept Annexation Ordinance 5.812 as presented.
Seconded by Lee Neves the motion was unanimously approved.
With no other business presented Don Cohenour made a motion to adjourn. Seconded
by Lee Neves the meeting adjourned at 7:20 P.M.

March 3, 2008
The regular monthly meeting of the Campobello Town Council was held on March 3,
2008 at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland, and council members, Willie Matthews, Don Cohenour, Mel Puckett, and Lee
Neves.
Willie Matthews made a motion to accept the February 4, 2008 and February 18, 2008
minutes as written. Seconded by Don Cohenour the minutes were unanimously
approved.
Police Chief Chad McNeill reported that the police department had a total of 26 citations
for the month of February.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 14 calls
for the month of February.
Don Cohenour asked Mel Puckett, who has been attending 2010 Census meetings, if
there will be a way to insure that everyone who rents housing within the town limits will be
counted in the upcoming census. Mel gave a brief explanation of the town’s part in
preparation for the count and advised that the town will have an opportunity after the
count to appeal any irregularities that we find.
Mayor Copeland introduced Annexation Ordinance 5.812 for a final reading. Don
Cohenour remarked that the Ordinance has already been read in its entirety at the first
reading so made a motion to approve by title only as it is written Annexation Ordinance
5.812. Seconded by Mel Puckett the ordinance was unanimously approved.
With no other business presented Willie Matthews made a motion to adjourn. Seconded
by Don Cohenour the meeting adjourned at 7:10 P.M.
After adjourning the council and anyone present who wished to attend went to tour the
newly renovated School District One Office Building hosted by Dr. Jimmy Littlefield.

April 7, 2008
The regular monthly meeting of the Campobello Town Council was held on April 7, 2008
at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland, and council members, Willie Matthews, Don Cohenour, Mel Puckett, and Lee
Neves.
Lee Neves made a motion to accept the March 3, 2008 minutes as written. Seconded by
Don Cohenour the minutes were unanimously approved.
Mayor Copeland announced that the first order of business would be the swearing in of
officials whose terms were expiring. Because no opposition came forward to run in the
general election that would have been held on March 4, 2008 the three incumbent
members were by SC State Law declared winners and no election took place. Mayor
Pro-Tem Willie Matthews came forward to officiate the swearing in of Mayor Ray
Copeland, and Council Members Don Cohenour and Mel Puckett. All three will have four
year terms that will conclude in April 2012.
After being sworn in Mayor Copeland asked for nominations for Mayor Pro-Tem.
Don Cohenour made a motion for Willie Matthews to continue on in the position.
Seconded by Mel Puckett and with no other nominations offered the motion was
unanimously approved.

Police Chief Chad McNeill reported that the police department had a total of 67 citations
for the month of March.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 25 calls
for the month of March. He broke down the calls as 20 in the Campobello Fire District, 3
to assist Landrum, and 2 to assist Inman. Eddie also reported that he has just
completed the 2007 Federal Firefighter Grant and has submitted two requests; One for a
brush truck and the second for equipment.
Eddie also advised that the Traveling Vietnam Memorial will be passing through
Campobello on Highway 176 from Landrum to Spartanburg on Tuesday, April 15th at 12:
30 P.M. The Memorial will be accompanied by several hundred motorcycle riders and he
encourages everyone to come out to Main Street to honor the display as it travels
through town.
Don Cohenour inquired about the status of a house in town that has been notified by the
code enforcement officer for the county that repairs must be made. Chief McNeill
advised him that most repairs have been made and the occupant will be receiving
notification about any other remaining issues. Don also asked if there was any way that
we could get help from forestry in cleaning up the vacant lots now that the trees have
been cleared. Eddie McNeill stated that he would check in to the matter.
Willie Matthews made a motion to adjourn into executive session to discuss a personnel
matter. Seconded by Mel Puckett the motion was unanimously approved and the
meeting adjourned at 7:25 P.M.
Council reconvened their meeting at 8:10 P.M. Mayor Copeland advised that the
meeting was for information only and that no action was taken.

May 5, 2008
The regular monthly meeting of the Campobello Town Council was held on May 5, 2008
at 8:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland, and council members, Willie Matthews, Don Cohenour, and Mel Puckett.
Willie Matthews made a motion to accept the April 7, 2008 minutes as written. Seconded
by Don Cohenour the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 36 citations
for the month of April. He also stated that the department would be sending two recruits
to the police academy in Columbia and upon their certification they would be
volunteering time with the department.
Don Cohenour made a motion to accept attorney Larry Flynn’s resignation effective
immediately. Seconded by Willie Matthews the motion was unanimously approved.
Don Cohenour made a second motion to retain attorney Andrew Goodson to represent
and advise the town in regard to legal issues. Seconded by Mel Puckett and Willie
Matthews the motion was unanimously approved.
With no other business presented Willie Matthews made a motion to adjourn. Seconded

June 2, 2008
The regular monthly meeting of the Campobello Town Council was held on June 2, 2008
at 7:00 P.M. in the fire department training room. Those present were Mayor Pro-Tem
Willie Matthews, and council members Don Cohenour, Lee Neves, and Mel Puckett.
Mel Puckett made a motion to accept the May 5, 2008 minutes as written. Seconded by
Lee Neves the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department had a total of 55 citations
for the month of May. Willie Matthews inquired how the department was doing with the
fuel costs since gas prices have increased drastically. Chad reported that the policy for
the department is to double up personnel in the vehicles when more than one person is
working, reserves do not drive cars alone when a paid man is on duty, and just to
conserve fuel whenever possible.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 16 calls
during the month of May. He also explained that they are doing a study of calls and man
hours used for the department. The study indicated that the most calls were received on
Tuesdays and Saturdays between the hours of 1 to 5 P.M. The 16 calls in May
represented a total of 51 actual work hours at the scene of the calls. Eddie reported that
the fire department is making every effort to conserve fuel when ever possible and will be
scheduling joint training with other departments to cut down costs.
Old Business: Mel Puckett inquired about the timber cut off the town’s property on Smith
and Park Streets asking if the town had received funds from this project. It was reported
that payment of $3200 has been received and deposited.

July 7, 2008
The regular monthly meeting of the Campobello Town Council was held on July 7, 2008
at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland and council members Willie Matthews, Don Cohenour, Lee Neves, and Mel
Puckett.
Willie Matthews made a motion to accept the June 2, 2008 minutes as written. Seconded
by Lee Neves the minutes were unanimously approved.
Sgt. Chris Vernon was present to give the police report for Chief McNeill who was absent
due to the birth of his daughter, Anslee McNeill, on July 6, 2008. Sgt. Vernon reported
that the department issued a total of 45 citations for the month of June.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 18 calls
during the month of June, one of which was a drowning at Lake Bowen.
As a result of this tragedy Mr. Mike Romaine who lives at the lake has offered the use of
his boat and pontoon at any time there is a need to the fire department. A training
exercise on water rescue is planned for Tuesday, July 8th for all fire department
members. Mayor Copeland inquired about access to boats when and if there is a need
at all times and was assured by Chief McNeill that arrangements have been made to
have access any time there is a need.
Don Cohenour inquired about the status of the fuel allowance and if it was still within the
budgeted amount. He was advised that currently the fuel costs while higher each month,
have not gone beyond what was budgeted for this fiscal year.
Sgt. Vernon advised that the police department is currently doing more stationary
policing and doubling up when reserves are on duty. Chief McNeill added that the fire
department is currently doing many fuel saving actions that hopefully will keep them
within their fuel budget and still give the service that the community deserves from them.

The regular monthly meeting of the Campobello Town Council was held on August 4,
2008 at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland and council members Willie Matthews, Don Cohenour, Lee Neves, and Mel
Puckett.
Don Cohenour made a motion to accept the July 7, 2008 minutes as written. Seconded
by Willie Matthews the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department issued a total of 39
citations during the month of July. Councilman Willie Matthews commended the police
and fire departments for the excellent job done during a recent storm saying that
approximately 16 calls were received during a 2 hour period and all were handled in a
very coordinated and efficient manner.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 31 calls
last month. He also stated that he and the police chief are working on all the pagers
from both departments and devising a way to set them off on their private channel to
alert department members of in coming emergency calls, alert firemen inside a structure,
and coordinate personnel during emergency calls. He reported that mulch has been
delivered and leveled out at the park playground and that a swing set has been cleaned
up, painted, and placed in the mulched area with other playground equipment. He also
commented on the increased volume of people coming to and using the park and
playground areas.
Mayor Copeland stated that the September meeting will fall on Labor Day and asked for
discussion on changing the date. After a brief discussion Willie Matthews made a motion
to change the September meeting to Monday, September 8th. Seconded by Don
Cohenour the motion was unanimously approved.

September 8, 2008
The regular monthly meeting of the Campobello Town Council was held on September 8,
2008 at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland and council members Willie Matthews, Don Cohenour, Lee Neves, and Mel
Puckett.
Willie Matthews made a motion to accept the August 4, 2008 minutes as written.
Seconded by Don Cohenour the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department issued a total of 64
citations during the month of August. He also reported that the police department
participated with the county warrants division on a four hour traffic stop project in
Campobello. During this four hour period 20 citations were issued and 8 subjects were
transported to jail on major driving and drug offenses.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 16 calls
last month. He also reminded council that County Council will be at Campobello
Gramling School on September 22, 2008 for a neighborhood community meeting to
conduct a hearing on the county land use ordinance proposal that is now being studied.
Mayor Copeland introduced for a first reading the 2008-2009 General Fund budget
totaling $398,855.00. Willie Matthews made a motion to accept by title only the 2008-
2009 budget. Seconded by Don Cohenour the motion was unanimously approved.
Mayor Copeland presented for a first reading Annexation Ordinance 5.813 which
consists of six parcels of land adjoining the town at Rock Ridge Road and Highway 11.
The property is owned by Mabrys Temple Holiness Church. Don Cohenour read the
proposed Ordinance in full and with a motion to accept the Ordinance by Don Cohenour
then seconded by Lee Neves the motion was unanimously approved.
Mayor Copeland recognized Pauline Collinson who requested to speak at the council
meeting on neighborhood security. Ms. Collinson stated that a street light in front of a
relative’s home would go out each night around 10:30 P.M. and felt this was a security
risk. The fire chief advised that all street lights that were known about have been
marked and a list has been forwarded to Duke Energy. She also stated that a person
was seen out in the yard at a relatives home at a late hour and felt that police personnel
need to be in the area since she has not seen them in that portion of the town.
Chief Eddie McNeill stated for information that public service workers doing work through
the community service program has completed 105 work hours for the town during the
month of August.

October 6, 2008
The regular monthly meeting of the Campobello Town Council was held on October 6,
2008 at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland and council members Willie Matthews, Don Cohenour, Lee Neves, and Mel
Puckett.
Willie Matthews made a motion to accept the September 8, 2008 minutes as written.
Seconded by Lee Neves the minutes were unanimously approved.
Police Chief Chad McNeill reported that the police department issued a total of 42
citations during the month of September. He also advised that Officer Darrell Sherbert
graduated from the Criminal Justice Academy mid-September and is now on duty full time
with the department. He further stated that the police chiefs will be meeting with the
county municipal association at the end of October to discuss support for the 800 system
that will soon be used for all departments. He stated they are all in favor with the
upgrade and have budgeted funds for the monthly user fees that will total $5,000.00 per
year. However the county has now stated that they want the towns to pay a share of the
matching funds money that is needed to fulfill the grant that has been awarded to the
county. Campobello’s share would be an additional one time payment of $20,000.
When asked what would happen if the agreement failed Chief McNeill advised that the
department would continue to work with the current system. He requested that council
members attend the October MASC meeting to show support and request the MASC to
back the police chiefs stand when negotiating with the county. Available members will be
Mayor Ray Copeland, and council members Don Cohenour and Mel Puckett. Council
members Willie Matthews and Lee Neves stated that they can be available as alternates
if they are needed. Willie Matthews stated his congratulations and appreciation to Chief
McNeill for staying under budget with the fuel line item especially in such difficult times
when fuel prices have gone to $4.00 per gallon and most municipalities far exceeded
their fuel budgets. Council recognized that both the police and fire department came in
under the fuel budget allowance for the current budget year ending September 30, 2008.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 17 calls
last month. He further stated that 4 deaths resulted in this month’s calls. He reported
that a check of roads resulted in a list of roads that will be submitted to the County C-
Fund Committee for repairs. The C-Fund meeting will be held October 14, 2008 and will
be attended by the Fire Chief and Councilman Mel Puckett. The meeting is mandatory
other wise the towns not in attendance will not be eligible for C-Funds this year.
Mayor Copeland announced that a Public Hearing will be held on Monday, October 13,
2008 at 6:30 P.M. to discuss Annexation Ordinance 5.812-1. A special council meeting
will follow at 7:00 P.M.
Mayor Copeland introduced for a final reading the 2008-2009 General Fund budget

Department Training Room.
Those present were Mayor Ray Copeland, and Council Members Willie Matthews, Don
Cohenour, and Mel Puckett.
No one from the public attended the meeting which was published in the Inman Times on
two occasions. Mayor Copeland left the meeting open for the full allotted time of 30
minutes should any interested parties come in late.

Special Meeting
October 27, 2008
A special meeting of the Campobello Town Council was held on October 27, 2008 at 7:
00 P.M. in the Fire Department Training Room. Those present were Mayor Ray
Copeland, and council members Willie Matthews, Don Cohenour, and Mel Puckett.
Mayor Copeland opened the special meeting by introducing Annexation Ordinance
5.812-1 for a final reading. He stated that this Ordinance was read in its entirety at the
first reading which was on October 13, 2008. He asked for any comments or discussion
from members of council.
After a brief discussion Willie Matthews made a motion to accept Annexation Ordinance
5.812-1 as presented for a final reading. Seconded by Don Cohenour the motion was
unanimously approved.
Don Cohenour asked that the record indicate that there were no residents, neighbors, or
contestants present who are included in this action or who may be opposed to said
action.
Joey Millwood who is a candidate for House Seat 38 was present to introduce himself to
Mayor and Council. He spoke about his qualifications and then invited questions from
those present.

November 3, 2008
The regular monthly meeting of the Campobello Town Council was held on November 3,
2008 at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland and council members Willie Matthews, Don Cohenour, Lee Neves, and Mel
Puckett.
Willie Matthews made a motion to accept the October 6th, 13th, and 27th, 2008 minutes
as written. Seconded by Lee Neves the minutes were unanimously approved.
Mayor Copeland recognized Angela who is a reporter for the Landrum News Leader.
She announced that she has taken a new job in Spartanburg and wanted to introduce
Mr. Tony Taylor who will be replacing her at the News Leader and will be attending our
meetings.
Police Chief Chad McNeill reported that the police department was involved with a total of
101 events during the month of October which is totaled by Spartanburg
Communications 911 for all municipal departments. He reported that in addition to traffic
stops the department was involved in 33 incidents some of which included 2 Breaking
and Entering, 3 Disturbances, 1 Larceny, 1 Back up for another officer, 3 Special
assignments, 4 vehicle accidents, 3 stalled vehicle, 1 Child Abuse, 5 Alarms, 1 Chase,
and 4 Assists. 50 citations were issued and 1 warrant was served.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 17 calls
during the month of October.
Mayor Copeland called for old and new business. No one on council introduced any
subject nor had any questions for either old or new business.
There was no subject matter scheduled for other business. While addressing other
business Mayor Copeland recognized Pauline Collinson who was not on the agenda but
indicated that she had a question. Mrs. Collinson stated that Chief Chad McNeill during
his report for the police department did not list a specific itemized count for various traffic
citations and wanted to know why he did not give the number of speeding citations.
Chief McNeill explained that he changed his report to give a more thorough description
of what the officers do while on duty. Mrs. Collinson stated that she has attended many
council meetings and that he had in the past given totals on speeding citations. Chief
McNeill replied that his previous reports had been modeled by what the previous chief
had done before him and after consulting with other municipal chiefs and the town
attorney he chose to change the report. Councilman Puckett asked Mrs. Collinson
where she resided and she replied in town. He asked her where in town to which she
stated she lives on Patterson Road. Several council members advised that Patterson
Road was not inside the municipal town limits of the Town of Campobello and is over a
mile from our town limits on Highway 357.
Councilman Puckett stated he did not understand her questions since she is not a
resident of the Town and appears to have such an interest in just the police department.
She stated she was there with Michelle Garland who is a town resident however Mrs.
Garland did not become part of the ongoing conversation. Councilman Puckett indicated
to Mrs. Collinson that he was aware of several instances at other meetings where she
has been recognized to speak and the issues discussed appeared to always concern the
police department in some negative manner. Mrs. Collinson stated that she has no
specific complaint but does not agree with patrolling Highway 11 in areas where the
Town has annexed. Councilman Cohenour explained that areas on Highway 11 which
have been annexed are inside the town limits and receive the same coverage by the
department as any other area of town; he went on to explain that annexing an area
means that it legally becomes part of the town and receives the same services as the
pre-existing part of town. Chief McNeill strongly advised that the department does not
patrol areas that are not inside town limits. Mayor Copeland advised that the police
chief has control of his department and the policies and procedures in place within his
department are under his jurisdiction. The decision to change his report was an
administrative one and the Chief was within his rights as chief and department head to
exercise the changes.
With no other business presented Don Cohenour made a motion to adjourn. Seconded

Campobello Town Council
MINUTES
December 1, 2008
The regular monthly meeting of the Campobello Town Council was held on December 1,
2008 at 7:00 P.M. in the fire department training room. Those present were Mayor Ray
Copeland and council members Willie Matthews, Don Cohenour, and Mel Puckett.
Willie Matthews made a motion to accept the November 3, 2008 minutes as written.
Seconded by Don Cohenour the minutes were unanimously approved.
Mayor Copeland recognized Angela who is a reporter for the Landrum News Leader.
She announced that she has taken a new job in Spartanburg and wanted to introduce
Mr. Tony Taylor who will be replacing her at the News Leader and will be attending our
meetings.
Police Chief Chad McNeill reported that the police department was involved with a total of
24 events during the month of November which is totaled by Spartanburg
Communications 911 for all municipal departments. He also reported that there is a
problem with the heating system at town hall. After having technicians check for gas
leaks it was determined that the firebox has a break in it and carbon monoxide fumes
have been seeping into the building. He was advised that the heat box unit will have to
be replaced. The lowest bid received was $1,925.00 and the unit could be installed on
December 4th. After a short discussion Don Cohenour made a motion to accept the bid
of $1,925.00 and have the unit replaced as soon as possible. Seconded by Mel Puckett
the motion was unanimously approved.
Fire Chief Eddie McNeill reported that the fire department responded to a total of 14 calls
during the month of November. Eddie advised council that the fire department will
donate a carbon monoxide detector that is carried on one of the fire trucks to the town
hall so that in the event this problem ever happens again the carbon monoxide can be
detected. He also requested that Council adopt the 2006 International Building & Fire
Codes stating this 2006 version is the current codes used by the County. Willie
Matthews made a motion to accept the 2006 International Building and Fire Codes.
Seconded by Don Cohenour the motion was unanimously approved. He reminded
everyone that the Christmas Parade would be Sunday, December 7th with the lineup
beginning at 2 P.M. and the parade at 3 P.M. and finally he stated that the electronic
sign frame has been picked up this date and after painting it should be up and working in
the next several days.
With no other business presented Willie Matthews made a motion to adjourn. Seconded
by Don Cohenour the meeting adjourned at 7:10 P.M.

MINUTES
Emergency Meeting
December 19, 2008
An emergency meeting of the Campobello Town Council was called on December 19,
2008 at 6:30 P.M. at the Town Hall. Those present were Mayor Ray Copeland, and
council members Don Cohenour, Lee Neves, and Mel Puckett.
Mayor Copeland opened the emergency asking the Town Clerk to give a report on her
medical condition. Mary Ann Puckett, Town Clerk stated that she just received a
diagnosis of a mass in the pancreas and would be having surgery within a short time.
There was a discussion of options to keep the business in order during the time she will
be away. She recommended that Mel Puckett, who has many years of experience in the
business community could assist her during her time away from the office.
Don Cohenour made a motion to have Mel Puckett come into the office and provide what
actions are necessary to keep the business in order. Seconded by Lee Neves the
motion was unanimously approved. Mel Puckett abstained from the vote.
With no other business presented Willie Matthews made a motion to adjourn. Seconded
by Don Cohenour the meeting adjourned at 7:20 P.M.
